A hint, it was one of the highest Orders in a Country that was abolished in 1947.

I will take a guess that this is the Prussian State Order of the Black Eagle as oppossed to the Royal Order of the Black Eagle of Prussia. The cross of the badge is (appears to be) black rather than dark blue in the earlier order and the ribbon is black and white, the colours of the Prussian State rather than the light orange used in the Royal Order which was only granted after 1918 to members of the Prussian Royal Family by the exiled Emperor Wilhelm II. The State of Prussia was disolved by law in 1947.
