Imperial Coat of Arms of the Empire of Austria (Nearly!)

Has anyone come across the following arms - http://www.bagseals.org/gallery/main.ph ... emId=21047
They seem to be those of the Austrian Empire either 1815-1867 or 1915-1918 (probably the former from this example- http://www.bagseals.org/gallery/main.ph ... emId=43380 but with only one head on the Eagle and no mace with the sword in the right talon ???

I would say it's Prussian. Here is a version of the Prussian coat of arms:

The letters "K.PR." would stand for Königreich Preußen (Kingdom of Prussia) and Steuer-Kontr[ollen] is something like "Tax Control"
