Half red, half sky, with three gold lions flag?

Half red, half sky, with three gold lions flag?

Hello Flags Forum
I spotted a half red half sky blue, split vertically, with three gold lions flag on HMS Kent, whilst moored in Dover harbour yesterday. I have searched the internet, as a non flag expert, and can't identify this flag. Anyone know what/who's flag this is, please?

I think you are probably right, but the two flags were different to the Cinque Ports Lord Warden's flag. I thought perhaps the flag I mention above was the simplified version of the more "Royal Standard" looking vesrion, but that is different too.I saw an Admiral of the Fleet leave the ship & believe Lord Boyce who is Lord Warden of the Cinque Ports is one of the few & perhaps only person to hold that honourary rank. It isn't obvious how to attatch images to this forum

Deputy Constable Dover Castle is one of the flags I saw on the ship, still can't find the half red half sky with theee gold lions
