with stylised fern, which is easier for kids to draw.. this could be the best sollution..

Maybe because it loses a bit of symbolism. Apart from national colors, what does it represent?

I'm curious about the referendum's format. I can see, at least, two ways:
1. Vote on a specific design. If the proposed design isn't consensus, it may not capitalize all the potential of a flag change.
2. Vote for a flag change. If "yes" win, a committee or contest decides the design, that can be confirmed, or not, by a new voting. There's the risk of winds change in the meantime.
